I know a long time ago someone posted a link to a program like this, but you had to pay for it. I found a program that is free now called ToneThis. It will let you convert a file to a ringtone and send it to your phone. It works with mp3s, wavs, and audio cds. It will also convert jpg and bmp images to wallpaper. Then it sends it to your phone in the form of a text message (with a link) and you download it right to your phone.
