As for the BBC coverage, I doubt Jo Wiley had any influence over the choice of tracks broadcast. The factors will have been well-known songs (i.e. hits) preferred over album tracks, and also whatever would fit for running time. Maybe even Ferry himself (or management/record company) would have had a say... The mainstream/mass audience is who it's aimed at. I've worked in radio for many years and have prepared a few 'in concert' type programmes for broadcast in my time, editing down concerts to an hour (or less), and for those the criterea was well-known songs and running time first and foremost. A couple of times the artist/management/record company concerned asked for songs NOT to be included (maybe they didn't like the performance), but generally it was left up to us at the radio station to put together a programme that would work for the station and the mass audience. These are the songs omitted from the BBC broadcast: Just Like Tom Thumb's Blues Make You Feel My Love You Can Dance Sign Of The Times Tara What Goes On Let's Stick Together A surprise that LST was cut, but a few people who were there did comment that it wasn't up to much (am I remembering that correctly?). And I also agree My Only Love could have been cut, thereby allowing two songs in (SOTT and MYFML would have been my choices).
