I've heard it used to cover bands as different as Kraftwerk and King Crimson, but rarely Roxy Music or Frank Zappa. If pushed, I'll accept a general definition of 'rock music strongly influenced by other musical styles and structures, often (but not necessarily) reflecting a degree of technical proficiency and musical literacy'. That makes Roxy Music, Gentle Giant and Quiet Sun 'progressive' in my book, but not Pink Floyd or Led Zeppelin.
