Are you referring to the Billie Holiday song Some Other Spring? If so then presumably he included it because he always liked the line. Surely it's as simple as that. It's great the way Ferry embraces his inspirations like this. I think the line is used very cleverly in the context of The 39 Steps. I really like the way the song takes a sudden turn after three verses (an effect magnified by Eno's "sonic emphasis") with Ferry transforming from diplomat to dictator ("Don't ask me why, my heart is breaking"). The pain of attempting to express his frustration has suddenly overwhelmed him. In classically vague terms he'll let his feelings known "Some other spring, some time". FYI I've included the lyrics to Holiday's Some Other Spring.
