His reason for this bill was actually much more petty than national defense, he was playing the race card. He felt that there are too many people enlisted who are minorities and that people from all the other groups should be forced to enlist as well. I am well aware of my rights as a citizen of America or what's left of it, and no matter how much you want to argue about it; it was a messy bill.
