Yes, but you forget that this is politics, so it's not what it's worth, it's 
what it counts for in the people's minds.  Next, this is republican politics, 
so other than the fact that in doing this, they are pandering to the 
religious right, their normal activity.  They also get to say they did 
something (they don't care if it is good), and in the process free up some 
money, payraises all around, call up ken starr --  we have money to waste on 
his witch hunt again.

This is just my opinion, I could be wrong.
