In the post-World War II period, the Port Authority expanded its operations to include airports, and marine terminals, with projects including Newark Liberty International Airport and Port Newark-Elizabeth Marine Terminals. Meanwhile, the city-owned La Guardia Field was nearing capacity in 1939 and needed expensive upgrades and expansion. At the time, airports were operated as loss leaders, and the city was having difficulties maintaining the status quo, losing money and unable to undertake needed expansions. The city was looking to hand the airports over to a public authority, possibly to Robert Moses' Triborough Bridge and Tunnel Authority. After long negotiations with the City of New York, a 50-year lease, commencing on May 31, 1947, went to the Port Authority of New York to rehabilitate, develop, and operate La Guardia Airport (La Guardia Field), John F. Kennedy International Airport (Idlewild Airport), and Floyd Bennett Field. The Port Authority transformed the airports into fee-generating facilities, adding stores and restaurants. World Trade Center Further information: World Trade Center (1973b2001) David Rockefeller, president of Chase Manhattan Bank, envisioned a World Trade Center for lower Manhattan. Realizing that he needed public funding in order to construct the massive project, he approached Tobin. Although many questioned the Port Authority's entry into the real estate market, Tobin saw the project as a way to enhance the agency's power and prestige, and agreed to the project. The Port Authority was the overseer of the World Trade Center, hiring the architect Minoru Yamasaki and engineer Leslie Robertson. Yamasaki ultimately settled on the idea of twin towers. The species was first described by Carl Linnaeus in his 1758 10th edition of Systema Naturae. It is found throughout the Palearctic region and the Near East and is one of the most common members of the family in the region. It is distinctive due to its habit of resting with its hindwings held further forward than (but still half hidden by) the forewings. Adults may be seen from May to September, and do not feed, not having a functional proboscis, and can vary in colour from grey to yellow. The larva is green, feeds on poplar and some other tree species, and pupates below ground. Description Laothoe populi is a large (wingspan 70b100 mm (2.8b3.9 in)), odd-looking species of moth, due to its habit of resting with its hindwings held further forward than (but still half hidden by) the forewings. The species lacks a frenulum joining the wings together, and is said to look like a cluster of dead leaves of the main host, poplar. When disturbed, the moth will suddenly reveal a bright orange-red basal patch on the hindwing, possibly as a distraction or startle display. The wings are grey marked with darker grey fascia but with the greys occasionally replaced by buffish tones, a form more frequent among females than males. There is a white spot at the distal edge of the cell on the forewings. Gynandromorphs, half female and half male, are common. Poplar hawkmoths have been known to produce a hybrid when mated with the eyed hawkmoth, Smerinthus ocellatus; the hybrid has eyes on the hindne or two broods are produced each year and adults can be seen from May to August. The moth lays eggs which are large, spherical, pale green, and glossy. These are laid singly or in pairs on the underside of leaves of the host plant. Females lay around 50 to 200 eggs. On first hatching the larva (or "hornworm") is pale green with small yellow tubercles and a cream-coloured tail horn. Later, it develops yellow diagonal stripes on its sides, and pink spiracles. Individuals feeding on willows may become quite heavily spotted with red. Others are more bluish white with cream stripes and tubercules. They are stout bodied, and grow to 65b85 mm (2.6b3.3 in). The larva has a diet of tree leaves such as poplar, willow and aspen. The species overwinters as a pupa, the larva pupating in an earthen cell 2b3 cm (0.79b1.18 in) below the surface, near its host plant. It has a short cremaster. Then there were several Russian scientific expeditions. In 1834 they founded on the south coast of the Bay of Mertviy Kultuk a permanent garrison at Novo-Petrovskoye. This caused a conflict with the Khan of Khiva and an abortive military campaign between 1839 and 1840. During this period, the Bayuli tribe of the Kazakhs settled and the remaining Turkmens left it in 1840 except a group of families of the Cawdor tribe. The peninsula was subject to conflict between Khiva and Russia; each party wanted to have the Kazakhs. In 1846, the Russians built a fort in Karagan named Novo-Petrovskoye that in 1859 was renamed Fort Alexandrovskiy. Russian domination of it began with the occupation of Krasnovodsk, located in the southern part of it in 1869. At the same time, Russians established Mangyshlak district which was subordinated to the Viceroyalty of Caucasus. The Khanate of Khiva renounced possession of this peninsula in favor of the Russians in 1873. It was attached to Russia as an uyezd of Transcaspian Oblast in 1881. The fate of the government following the 1917 revolution was in the hands of the Mensheviks. After the October Revolution the Bolsheviks prevailed but were eliminated by British intervention in June 1918. On July 12, 1918, an Interim Executive Committee, which sought to restore Alexander Kerensky, was established in Ashgabat. Bolsheviks took the region in February 1920. On August 26, 1920, the peninsula was included in the Kyrgyz Autonomous Soviet Socialist Republic within the Russian Soviet Socialist Federative Republic. On June 15, 1925, it was renamed the Kazakh Autonomous Soviet Socialist Republic, all within the Russian RFSS.
