The International Whaling Commission (IWC) classifies the island's hunt under the regulations concerning aboriginal whaling. Natives of Bequia are allowed to catch up to four humpback whales per year using only traditional hunting methods of hand-thrown harpoons in small, open sailboats, but these methods are regularly abused by using speedboats to chase whales and harpoon guns for the kill. The limit is rarely met, with no catch some years. Bequia has a long tradition of whaling as well as the building of whaling boats. In the 2012 meeting of the IWC, the delegates renewed the annual quota of whales for all three groups who submitted joint bids: Alaskan Inupiat, Russian indigenous people in Chukotka in eastern Siberia, and St Vincent and the Grenadines, despite protestations of delegates from Dominican Republic, Ecuador, Chile, and Costa Rica. Dominican Republic delegate Peter Sanchez said the St Vincent and the Grenadines hunt was "artisanal whaling out of control," and that the hunters have "repeatedly broken the rulesbhunting for young ones and pregnant females." Other delegates pointed out that St. Vincent and the Grenadines' bid "should not qualify under ASW [Aboriginal Subsistence Whaling] rules because the Bequians, the group that maintains the hunt, are not truly indigenous." Monaco delegate Frederic Briand argued that whaling "started by a settler's family as recently as 1875 does not qualify as 'aboriginal'." Louise Mitchell Joseph, speaking on behalf of the Eastern Caribbean Coalition of Environmental Awareness stated that there was no documented history of whaling in the islands, and that "there have been many archaeological excavations conducted, and there was no evidence found whatsoever of whale hunting by aboriginal peoples. Neither whale remains nor weapons that could have been used to kill such a large mammals were ever found; neither are any images of whales inscribed on our petroglyphs." There is a small whaling museum on the island chronicling local whaling's history. A feature of the Port Elizabeth waterfront is the Whaleboner Bar & Restaurant. OCBO works with entrepreneurs, industry, public interest organizations, individuals, and others to provide information about FCC policies, increase ownership and employment opportunities, foster a diversity of voices and viewpoints over the airwaves, and encourage participation in FCC proceedings. The Office of Economics and Analytics (OEA) is responsible for expanding and deepening the use of economic analysis into Commission policy making, for enhancing the development and use of auctions, and for implementing consistent and effective agency wide-data practices and policies. It was created in 2018 by merging staff from the now defunct Office of Strategic Planning & Policy Analysis with economists dispersed throughout various other offices. The Office of Engineering and Technology (OET) advises the commission concerning engineering matters. Its chief role is to manage the electromagnetic spectrum, specifically frequency allocation and spectrum usage. OET conducts technical studies of advanced phases of terrestrial and space communications and administers FCC rules regarding radio devices, experimental radio services, and industrial, scientific, and medical equipment. OET organizes the Technical Advisory Council, a committee of FCC advisors from major telecommunication and media corporations. OET operates the Equipment Authorization Branch, which has the task of overseeing equipment authorization for all devices using the electromagnetic energy from 9 kHz to 300 GHz. OET maintains an electronic database of all Certified equipment that can be easily accessed by the public. The Office of General Counsel serves as the chief legal adviser to the commission. These vocals range in frequency between 100 Hz to 4 Hz, with harmonics reaching up to 24 kHz or more, and can travel at least 10 km (6.2 mi). Males may sing for between 4 and 33 minutes, depending on the region. In Hawaii, humpback whales have been recorded vocalizing for as long as 7 hours. Songs are divided into layers; "subunits", "units", "subphrases", "phrases" and "themes". A subunit refers to the discontinuities or inflections of a sound while full units are individual sounds, similar to musical notes. A succession of units creates a subphrase, and a collection of subphrases make up a phrase. Similar-sounding phrases are repeated in a series grouped into themes, and multiple themes create a song. The function of these songs has been debated, but they may have multiple purposes. There is little evidence to suggest that songs establish dominance among males. However, there have been observations of non-singing males disrupting singers, possibly in aggression. Those who join singers are males who were not previously singing. Females do not appear to approach singers that are alone, but may be drawn to gatherings of singing males, much like a lek mating system. Another possibility is that songs bring in foreign whales to populate the breeding grounds. It has also been suggested that humpback whale songs have echolocating properties and may serve to locate other whales. A 2014 study in Western Australia observed that when available in large numbers, young humpbacks can be attacked and sometimes killed by orcas. Moreover, mothers and (possibly related) adults escort calves to deter such predation. The suggestion is that when humpbacks suffered near-extinction during the whaling era, orcas turned to other prey but are now resuming their former practice. There is also evidence that humpback whales will defend against or mob killer whales who are attacking either humpback calves or juveniles as well as members of other species, including seals. The humpback's protection of other species may be unintentional, a "spillover" of mobbing behavior intended to protect members of its species. The powerful flippers of humpback whales, often infested with large, sharp barnacles, are formidable weapons against orcas. When threatened, they will thresh their flippers and tails keeping the orcas at bay. The great white shark is another confirmed predator of the humpback whale. In 2020, Marine biologists Dines and Gennari et al., published a documented incident of a group of great white sharks exhibiting pack-like behavior to attack and kill a live adult humpback whale. A second incident regarding great white sharks killing humpback whales was documented off the coast of South Africa. The shark recorded instigating the attack was a female nicknamed "Helen". Working alone, the shark attacked a 33 ft (10 m) emaciated and entangled humpback whale by attacking the whale's tail to cripple and bleed the whale before she managed to drown the whale by biting onto its head and pulling it under ------------------------------ Date: Fri, 30 Jun 2023 14:17:30 +0200 From: "Normal BP" Subject: $0.17 Herb from Amazon Lowers Blood Pressure Overnight $0.17 Herb from Amazon Lowers Blood Pressure Overnight http://mitathin.today/5Rt57p0jWYeVqG0cmN6T_8O8h24F9aYcGO4OdRIkXv8bEgoMRg http://mitathin.today/pF3MSwp4ROcwlzlnINkwZ9Ct4ZkzPd8tsfka8kwiyS1_j9K8YQ Bequia is a small island, measuring 7 square miles (18 km2) with a population of approximately 5,300. The native population are primarily a mixture of people of African, Scottish and Kalinago descent. A substantial number of white Barbadians also settled the Mount Pleasant area of Bequia in the 1860s. Many of their descendants still inhabit the area. Other highly populated areas include the island capital, Port Elizabeth, which hosts the ferry terminal and Paget Farm, which hosts the airport. There are also villages at Lower Bay, La Pompe, Hamilton and Belmont. Other prominent areas of Bequia include Spring, the site of a former coconut plantation and home to agricultural animals, Industry Bay and Park Bay, where the Old Hegg Turtle Sanctuary is located. The island's hills are much lower than the peaks of St. Vincent, 10 miles (16 km) to the north, so they do not receive as many rain showers. Princess Margaret, who had a home on nearby Mustique, visited Bequia in the 1950s and had a beach renamed in her honour.
