Vote NO Of the eight proposed amendments on the Tuesday ballot, No. 6 is perhaps the one most loaded with misinformation and most likely to confuse voters. So we urge you to note the crucial details of what this proposal means so as not to make a voting mistake. The proposal on the ballot is to repeal an existing amendment calling for high-speed rail service in Florida. So a Yes vote means you want to repeal it; a No vote means you do not want to repeal it. We recommend a No vote. Why? After all, we have crusaded in the past against loading the Constitution with everyday issues that rightly should be dealt with legislatively. Surely mandating a mode of public transportation is such an issue. So why support its retention in the Constitution now? Because we respect the will of the voters. Four years ago, when the high-speed rail issue was on the referendum ballot, we were indeed against putting this into the Constitution, although we supported the intent of the issue. But voters resoundingly approved the amendment, and that should have been that. A constitutional amendment is, after all, a binding document and must be obeyed. Foes distort facts But for unknown reasons, Gov. Jeb Bush opposes the amendment and has crusaded ever since to have it ignored and repealed. Oh, he says it's because the state can't afford it, citing wildly exaggerated construction costs and warning of draconian state cuts if it is implemented: firing 13,000 teachers and releasing 25,000 prison inmates, for example. Of course none of that is going to happen. The state can afford the high-speed rail system and it is a logical answer to the gridlock Florida faces as it moves from being the fourth-most-populous state in the nation to third in the next 15 years, with 5 million more residents by 2020. The state cannot pave its way out of that gridlock; there aren't enough corridors anywhere for the 10-lane highways that would be needed. Bush and his hatchetman in this fight, state Chief Financial Officer Tom Gallagher (who abuses his office by taking on this partisan issue), claim the train would cost the state $500 million a year and up to $25 billion over 30 years. They ignore the fact that federal grants and private investors will finance the majority of construction costs. The state's true cost will be $75 million a year - a tiny fraction of 1 percent of the total state budget. More importantly, the money is already included in the state's transportation budget. State law requires that 15 percent of the transportation budget, $6.5 billion for 2004-05, must be reserved for public transportation projects. Thus the state's $75 million share of the high-speed rail project represents a mere 1.5 percent of the total transportation budget. And not a penny need be cut from public education, prisons or any other non-transportation funding. Construction costs comparable But the cost of building a rail system is prohibitive, say opponents. As if highway construction isn't. In fact, estimates of the cost of building the first leg, 96 miles from Tampa to Orlando, come to $2.1 billion, or $21.9 million per mile. Meanwhile, the current project to widen 63 miles of I-4 between Tampa and Orlando is budgeted at $1.6 billion, or $25.4 million per mile. Indeed, highway construction through urban areas are prohibitively expensive - - but that doesn't stop them from being built. A 13-mile stretch of I-595 in Broward County cost $1.3 billion, or $100 million per mile. A proposed one-mile tunnel linking the Port of Miami to I-395 is estimated at $800 million. That's $800 million a mile, in case your math skills are rusty. So it isn't overall cost that's the issue; it's simply how you choose to spend your transportation dollars. But a rail system will be a loser because no one will use it, say opponents. Don't believe that red herring, either. Rail advocates project the Tampa-Orlando first leg will generate 4 million trips a year by 2010. At a projected ticket price of $9.60, that's almost $40 million to offset operating costs. As to paying for itself, what highway does that? A transportation network is regarded as a public utility, not a source of revenue. High-speed rail enjoys considerable bipartisan support. Senate President-designate Tom Lee, R-Brandon, has come out in support of the proposal. We have studied this issue and believe high-speed rail is the logical answer to Florida's long-term transportation challenges. It works marvelously in Europe and Asia; it can work in this tourist-oriented state as well. Vote against repeal by voting No on Amendment 6.
