It does NOT do what it was intended to (come on, who do the legislators think they're kidding? I knew where to get liquor in high school, and I was one of the "good kids"!) and has the side effect of making a harmless, wholesome passtime inacessible to an innocent segment of society. I've long wondered about the constitutionality of drinking age laws, anyway--they should logically be unconstituitional per the Equal Protection Clause of the 14th Amendment, shouldn't they? They deny to one group of adult citizens (people between 18 and 21) rights granted to another group of adult citizens (people over 21).
