Ever notice that all the license plates look the same? Actually, they're not the same. In France, all license plates have three letters followed by three numbers followed by a two-digit number indicating the department (analogous to a state/province, but with far less autonomy) (75 is Paris, 31 is Toulouse...) WITHIN FRANCE (i.e. not Europe). British license plates have an odd mishmash of letters and numbers that I haven't figured out yet. (Help from British Isles Fruheads?) I haven't seen enough license plates from other European communities to form a theory about them. But I do know that they're readily distinguishable from each other, to Europeans at least. We're just entirely too used to our colourful state/province license plates. :) The stickers are there to allow Europeans to form derogatory opinions on the driving habits of people from other European countries. Western people have a long history of hatred of Muslims. I strongly recommend the book, _Muhammad_, by Karen Armstrong. It's a biography of the man, and it is wonderful. It opens with a theory of the origin of Western hatred of Muslims. The book is well written, thought-provoking, and will give you a healthy and educated respect for Islam.
