As someone who has spent far too many years in Kentucky, I can tell you that our wonderful legislature passed a law that all bars are 21+ *only*. I they sell a certain amount of food they can claim to be a restaurant and get around that, but it's pretty certain that if there's alcohol there it'll be 21 and over. Still, it's worth checking into.
