It's the best track on Live Wireless too, I find. No interpretations are likely to come from this direction, but for what it's worth I'd just like to own up to the following. Back in the early days of radio the city/country names were printed on the dials, London, Paris, Luxembourg etc. I think there was a Hilversum or something on there somewhere. Anyway, I got it into my head that there was a coastal area somewhere up north called the Hilver (there could well be for all I know - a web search has proved fruitless though, put me out of my misery please!). It's weird that you say that because that is how i always feel about my life - I don't feel part of everything but just watching people act and interact with one another, the bizarre events in life that you feel priviledged to observe is real just...surreal.
