ICQ is a program that allows you to interact with other users online who also have the program as long as you know what their ID number is. You can send notes, initiate chats, send files, etc. I'm not exactly sure how it works, as my husband is the more technical of us. He installs something, tells me how to make it go, and that's usually about the extent of my knowledge. (QuantumLink, the forerunner of AOL, for the curious.) So, these things can work out. :) I do advocate meeting people initially in public places, such as restraunts and pubs, though.
